Implementing Activity-Based Models in Virginia

Abstract: 

This report, prepared by Virginia DOT travel modeling staff, analyzes the feasibility and desirability of implementing activity-based models in Virginia, compared to implementing other advanced trip-based modeling strategies. The report considers a variety of factors, including the maturity of activity-based model implementations; technical requirements of alternative advanced modeling approaches; policy and project evaluation goals for Virginia MPO models; and staffing and organizational issues (many of which are unique to Virginia and to the relationship between the Virginia DOT and Virginia MPO’s).
