USDOT is sponsoring a study through the National Academy of Science (NAS) to gather information and prepare a synthesis report documenting the state-of-the-practice for travel demand modeling by Metropolitan Planning Organizations (MPOs) and state Departments of Transportation (DOTs). Travel models are the basis for forecasting future travel volumes used by MPOs and state DOTs for developing long range transportation plans, conformity determinations, and evaluation and selection of alternatives in major investment and environmental impact studies.
Under the proposed study, the NAS will establish an independent panel of travel model experts and stakeholders to prepare the study. The panel will be assisted by NAS staff and by a contractor who will compile information from a representative sample of MPOs and State DOTs. USDOT will initially brief the panel on the history, scope and objectives of the study, but the panel itself will be responsible for detailed study design, analysis approach, findings, and any recommendations.
